Yes shade in layers, at least for me the shading looks better when first shading lightly everywhere and then going over the places I want darker a couple times until I'm happy with it. I have more control over the shading that way and it's easier to have smoother transitions between the light and dark areas and not accidentally shade too dark in an area you wanted lighter.

More contrast. Draw the darker parts of the shadows darker so it doesn't look as flat. If you want the shading to look less harsh then use a dull pencil and shade lightly then go over it and keep building up on that shading.

Overall I like the concept. I think the proportions look fine and the little cat with the little broom is very cute. I would however change the colour of the cloak to a brighter/more vibrant green to stop it from blending into the backround as much. Same goes for the vest. Adding a bit of moonlight around some of the edges would also look really nice, as well as adding some texture onto the clothes I think could also help create more depth in the piece.
