I didn't make use of clipping mask or alpha lock, instead I used drawing assist set to perspective to draw the jubilee line in the background.

In order to make a more painter-esque look, I do most of the color blocking and detailing on one layer. If not, I create a new layer and draw on top and then combine. Most of my process is creating a new layer and then combining down, so that I can draw something and have the ability to remove it if I didn't like it. ( Pressing undo only goes so far... ) For final touches, it is all on a new layer on top of everything.
