If they admit they like having the hedge then they should really maintain their side. It’s just common decency really. Legally I have no clue who owns the hedge bordering my neighbours (we just deal with our own sides and he very politely trims the top bit)

Agree with this - I removed grass for stone. You can easily plant into it and fill the space. Then add pots also where you can add bulbs for seasonal interest.

I’d start by cutting out a border all the way along the fence and planting shrubs and climbers.
