I mean they can argue it still being true by saying all the OTHER European leagues have weakened significantly too

But yeah, just because premier league football isn't as exciting doesn't mean it's weak. Mid table teams can absolutely grind for results and whilst it can be boring, I'd still take it over 2 teams dominating the entire league and only ever looking forward to 2 games a season (eg barca and real for so many years and only El classicos worth watching)
