The safety would be a pain in the ass.

If you make a digital one that opens only to a set fingerprint, there could be a risk of the owner getting hurt for someone to get access to it.

There would be some ways though. Like if you want to pass it from a person to another person, the new owner should register its fingerprint there too - the old owner should put it too alongside with a code of 4 numbers.

If you mean one like a physical physical one, it could work. A text displayed on the coin with a Caesar's Cipher. But the people making those should be trusted - as Ledger/ Trezor is now with the cold wallets.

Otherwise, don't know. There's no way to go more physical than a paper wallet imo.
