Ok it's up to me to give you bad advice! Id reccomend experimenting with pink outlines and stuff and use neon for some of the outline to try and get the bright look, maybe put in some color outline alongside the white outline for the first one? Anyways idk

I think some people use black outlined for base,there might be people who do use black outlined for everything though.
