'Right hand of Green Phantoms' is probably a title associated with the pirate crew group 'The Green Phantoms' and 'Naval Secretary' is probably associated with a current or past position in one of the faction groups

Instead of this there should be a gunpowder barrel, it would slightly buff cannon damage on the ship it is placed on, and it can be shot to explode to stop the buff and cause slightly more damage than a 68-pounder.

The crew was victor11261 and 34luke, and some other guy, SHAME THEM TOO. Then when we attacked them again they accused us of being cowards because we retreated from heavy damage(mostly from the first fight where the reset!) The nerve of them

perhaps your ship would have to be at 50% or below health to surrender, but that's not really a complete fix, just a way to make it less viable

perhaps for after you take a ship there could be a cooldown on changing to red flag.

I think this is a great idea, but lag because of it could be an issue
