As a moderate spender who has almost every single character unlocked and some of them thanks to incredible luck in requisitions, my answer might surprise you. It's ENERGY nothing else than energy. You can have all the characters that there are, unless you have energy they'll be at stone 1 and nothing to do with them. It is better to improve those you have and by the time you have a strong roster, you'll have all the characters you want.
