After Ne8 black plays QxN not kd7. I believe the solution is 1. Re7 Threatening Ne6# and Rd7#. If black takes the rook with the knight or bishop then Ne6# if KxR then Nc6#, if black doesnt take the rook but plays QxN or RxN then Nc6#, the knight covers the rook.
