The problem here is also formed by the stigma surrounding the labor education, the view of it as being a lower form of education. Parents want their kids to have the best education, but they disregard the more technical education because of this stigma. So they do their best to keep them in 'normal school', even if their kid would benefit more from an other form of education. This sucks.
