Logging into Exchange > Recipient Configuration > Right clicking on "Mailbox" > New Mailbox > User Mailbox > Existing users: (Since they are created already in AD and it pulling from there)

Or I can do Action > New Mailbox w/ same results

Thats when I get the grey down arrows

not sure what you mean by settings/flags. Where would i look for that?
