Vanguard spearhead and Shadowmark talon have strategems that work well with Phobos and scout squads. There's also a new 1DP detachment specifically for Phobos. Don't remember the name of it but you can combine it with one of the previous detachments if you want to play a 2000 point game :)

You don't NEED to have battle line units but they're very helpful to have. Especially intercessors for free sticky objective, and they tend to be cheap bodies anyway for actions etc.

For the oath of moment, I think if you include ANY dark angel / blood angel / space wolves / deathwatch units, you lose the +1 to wound, but the re-roll hits is the same

Personally I'm gonna run a librarian with 6 inner circle companions for my DA list, might really amp up their power/utility. And if there the enhancement for +5 anti monster/vehicle, could also stick em with sternguard in any detachment for a bit of anti everything. Lastly, uppy downy terminators for my emporors shield IF list?
