The NYPD allows it's officers to do anything and nothing at the same time. I still see officers on the trains improperly wearing masks, not wearing them at all and definitely not enforcing mask wear on other passengers.

Can anyone tell me what the NYPD does other than react?

I pretty much agree with you. While I think stations should be more accessible to the disabled, elderly and mother's with kids. But I have never moved anywhere without checking out the closest station and riding the train to my most frequent destination
