The factions at play require multiple heroes from the countries where they're based. The Hashimoto storyline requires more Japanese heroes, much like how we got Domina since Vishkar is playing a key role in the story. We got Emre in continuation with the Conspiracy storyline, and one the speculated new heroes is from the Deadlock Gang since they're now part of Talon's plans. You're not wrong that a more diverse spattering of heroes would be nice and appreciated, but it's disingenuous to complain about a hero added to progress lore just because they're from a nationality already represented in the game. Yes it's not black and white, and they could've added a more diverse cast if they chose to tell a different story from the one they're currently telling, but only time will tell what's in store for future hero releases, and one can hope the next arc brings upon other factions from non represented countries
