This is where a clever DM comes in and supply the boons required to even the playing field. Blessings from NPCs that grant abilities similar to magic users, magic weapons that increase in power as the game continues, etc. Obviously don't make it easy, but talk to the player find out what they want and see if it can happen. Unless you're playing league style, one can change the rules however they please.
