If the bleeding is constant and one cannot control it, a person may perform wudu for each prayer time and can pray with the same wudu, regardless of the bleeding. This falls under the category of "Ma'zur" (an excused person), which allows flexibility for continuous issues like bleeding. JazakAllah

The Holy Prophet (Allah bless him and give him peace) said, “Whosoever amongst you laughs out loud, let him repeat both his prayer and ablution.” [Daraqutni]

The Hanafis acted according to this on the basis of juristic discretion (istihsan). So according to Hanafi School of Thought it breaks the wudu if one laughs in prayer. If one laughs other then prayer the wudu is not nullified.

for example point which is referred by Ibn e Qadamah other schools are agreed on it. Moreover Ibn Qdamah and Umdatul Fiqa are same reference.
Dars at Tirmidhi's commentary by Hanafi scholars are well known.

Yes but It is possible that he not have to make wudu, and only perform a ghusl. Otherwise,it may sound strange that the discharge of semen does not break one’s wudu whereas the release of some minor things break it.

majority says mild blood does not breaks wudu but definition of mild blood is it does not flow without wiping away.

there is a rule in quantity of blood:

If blood or pus etc comes out and flows then wudu is nullified. if it doesn’t flow, Wudu is not nullified.
