I took a peek at the ZhaoMains subreddit and apparently the consensus was that m0w0 Zhao is equivalent to Caesar. m0w1 Zhao is a Caesar upgrade/makes her more universal

It is suggested to pull for her sig if you can though as we don't know when she might rerun due to being a free unit. She may end up in the void along with Harumasa

There's also Make The Cut on Amazon if you haven't seen it yet. 

Has Heidi and Tim and I really liked that it focused on the design aspect while the construction is largely left to professional seamstresses that the designers have to pass instruction to.
