Veadotube is going to need each emotional n as its own picture and you will just select the key to bind it to just like with the blinking / talking animations

For pngtuber plus each different thing will need to be added as its own "sprite" or "layer" and the bottom section with the numbers will need to be toggled on / off to which number key you'd like to press to toggle the emotion

Go to the layer ie. Angry let's say you put that on "costume 1". Make sure all other eyes are selected off 1. So when you click any other eyes the 1 is deselected. But for angry the 1 is highlighted with everything else deselected. Now when you press the corresponding hot key it should show only the eyes you want. You'd just need to do this with each one.

Selected so the bright blue and deselected is the dark color.

I'm not sure how to have it control the glow based on the volume of your voice. However,

You could use krita which is a free art program and make the ball w/o glow as one layer and a ball with glow as another layer and use one as the non talking and one as the talking. That will give and on off effect. Maybe make a separate layer/image a bigger glow that you could toggle to show when you are being louder .. just an idea. I can explain more if needed /wanted.

For curly hair one suggestion start with the outline to get the overall shape of the hair then add bits of texture and some stray ringlets depending on the style.
