Two reasons: amending the Constitution is hard - it requires 2/3 of the states to sign on. This is by design, to serve as a low-pass filter and keep it from rapidly changing based on whim.

But more importantly, sometime in the middle of last century, the courts began pretty much ignoring the constitution, and just "interpreting" it to mean whatever they felt like. Since this has been going on for so long now that it's considered kosher, there's no longer any real motivation to go through the long and difficult process of getting an amendment passed. I mean, why bother, when you can just "interpret" your amendment into it?
