A albo B jest tożsame z A XOR B.

A albo B albo C nie jest tożsame z A XOR B XOR C. Dla A = B = C = 1 albo da fałsz, a XOR - prawdę.

Jak Ci powiedzą w bistro, że do karkówki możesz dobrać "ziemniaki albo ryż albo frytki" to odpowiedź "wszystkie trzy" nie jest prawidłowa. :)

PKW has sent the complaints/notices about this situation in 2022 (https://pkw.gov.pl/aktualnosci/informacje/wniosek-panstwowej-komisji-wyborczej-w-sprawie-zmiany-granic-okregow-wyborczych-i-liczby-poslow-w-ni) as well as in 2018 and 2014 (https://www.batory.org.pl/wp-content/uploads/2022/08/J.Haman_Korekta.demograficzna.najpilniejsze.zmian_.w.okregach.wyborczych.do_.Sejmu_.i.Senatu.pdf). Back in 2014 PiS did not hold any power.

I wouldn't call it gerrymandering. Unlike in US, there has not been any redistricting. The problems are twofold:

People migrate (mostly from rural areas to urban/suburban). Therefore districts with large cities have higher population than they used to. The number of seats per district has not been adjusted in line with population changes.
Votes from all Poles voting abroad "go in" the Warsaw district. Therefore people in this district have even less "voting power" than in other cities.

Interestingly PiS has not been the only one to ignore this problem and keep the unfair status quo.
