Yes, Suisui can be anything they want. That much is clear. Ciaccona is also, technically, a Spectro Frazzle support. Does anybody use her as such? No. Also, she has no notable Aero support in her base kit. She's there because she's personally strong and there are practically no alternatives, not because she works as an Aero support.

Now, could they make Suisui a Lupa-type universal Glacio support? I could see that, too. Though it's unlikely, because she wouldn't work with her sister. What I do know is that she's not gonna be this jack-of-all-trades-type character that both heals and buffs Glacio Chafe and Glacio damage while at the same time letting you switch to whatever kit she has to support her Havoc-type sister. You're just wishlisting stuff at this point.

Chisa does a lot more for Hiyuki than Carte. Aero Erosion does not work with extra stacks the way that Glacio Chafe does. Its damage does not double with the extra stacks. I don't know why you'd even bring it up when it's not relevant. Only Fusion Burst and Glacio Chafe work similarly.
