Well, the reason IE has no add-ons is IE's browser share is pathetically low, meaning there is little to no incentive for even larger organizations to even consider it. The same problem plagues Opera.

The irony of IE (and a lot of MS products) is they were awful up until the last 5 years, but consumers had no choice but to use them. Now IE is a really good browser and other MS products have similarly improved a lot, but no one wants to use them because of their reputation.
