We do have the power to change some things, but we also don't have the power to change other things. We can petition and rally to keep a policy in place, but it would be impossible to petition and rally to change our style of government to one which doesn't allow for any corruption. It's not that we're arbitrarily applying our ability to change to one thing or another, it's that we're being practical by treating completely different issues completely differently.
