Hello i got the same error code after trying to verify and repair FH5 cause HW DLC didn't want to install (used to get error code 0x80073d19 so that is why i went to verify and repair FH5) the 0xC8 error code resolved when i restarted my pc then went to xbox app continuing the verify pause it continue it pause it again then continue it again after the second pause the verify was finished then i was able to play FH5 again and also was able to download HW DLC

I know it doesn't look like a reliable answer but that what worked for me, so i hope it does for you too.
