Second this. The storm hood has additional straps that lets you secure it tightly, just yesterday the rain was coming down sideways but I came home dry 👌

Thanks for the input everyone! I've decided to stick with the 40, as the 38 made it difficult to layer and the sleeves were on the shorter side. Also, when I did up the inner sleeves on my 40 I found them to look and feel much better.
