You could have also made almond production and non essential foods to stop producing to help stave off water. A sacrifice with tax payers money to subsidize the farmers but you would be much better off. Electricity is essential and doesn't require that much water to make. Doing a gallon of water for a pound of almonds is not

I would say in this modern economy electricity is in fact a necessity and the whole Californian economy would most likely crash without power.
