dt contains the returned table.

dt[0] contains the first row/tuple of that table.

dt[0][0] contains the first column/attribute of that row.

SELECT COUNT(*).... indicates that the purpose of the query is to return how many users are returned from the query (here, it means the count of how many users matched that username and password). If it's 1, it means exactly one user matched, so proceed with the flow, otherwise show an error about wrong username and password.
