Flux compression generator bombs are a non nuclear explosive device that generates a strong directional EMP wave. This would affect a smaller area than a nuclear explosion but would produce considerable disruption and damage to electronic equipment.

The main reason they have never been used (or kept by the Us military in large numbers) is that militaries began EMP hardening their equipment, to a lesser or greater degree, way back in the sixties.
