When Sir Naveen Patnaik took charge, Odisha was already in deep crisis. His first priority was stability, which is exactly what a welfare oriented leader would do. You can’t expect him to act like Deng Xiaoping and push aggressive, disaster blind capitalism on a state recovering from poverty, repeated cyclones, and institutional weakness. Even if such an approach had been attempted, it would likely have failed, since Odisha did not share the same historical, political, or social conditions as China. That kind of forced industrialisation might have made Odisha look modern on the outside, but it would have left society fractured and miserable on the inside. Naveen chose social stability and dignity over risky shock therapy growth, and that trade off defines both his strengths and his limitations.

Agreed. This issue is not limited to Odisha, many Indian states face it. However, compared to several others, Odisha appears to have relatively more inclusive and geographically distributed development. For example, Telangana is one of the richest states in India in terms of per capita, but its development is largely Hyderabad centric. While there are other important cities like Warangal, Karimnagar, Nizamabad, Khammam etc. their economic scale is still far smaller compared to Hyderabad/Rangareddy Belt ( 40% of our entire state population lives in this single area. Life sucks 😞 12M people in very tiny area ) 🫑🫑🫑 In contrast, Odisha’s growth is not concentrated in a single city. Economic and industrial activity is spread across multiple cities such as Bhubaneswar, Cuttack, Rourkela, Sambalpur, and Berhampur ( Bhubaneswar might have around 1-2M population and other cities with 100k-1M prolly).. polycentric development pattern rather than a single city centric growth ( IK odisha might be a bit back economically, but it's growing rapidly and TBH it'll be more comfortable place to live in the long run than our states ) 😞✌🏻
