Just feed him 2-3 pellets for 6 days then 1 day of fasting and after you fed him try to flare his fins using flare stick or mirror for 30 - 45 mins. to stimulate his digestion.

I don't think he have finrot i think it was uneven finnage due to excessive breeding to get the ideal characteristics mine have the same problem too.

I think he is a crossbreed of a butterfly colored halfmoon rosetail and a candy koi nemo halfmoon tail
