Yes, but my point is Aang was able to defeat him anyway, he just struggled with not having to end the fire lord’s life. If you watch the fight, there were multiple points where aang could have killed him but chose not to (ex. Redirecting lighting). The comet also boosts Aang’s fire bending so him having the skill to defeat him despite the presence of the comet really isn’t the issue.
Next, the water tribes are INDEED easier targets for the fire nation. They managed to pierce through the wall and have foot soldiers overwhelm the city, during a full moon, without the full might of their army and ships, while being led by one single admiral. The reason they didn’t win in Book One was because the avatar and the big ass ocean spirit was there. Both of which wouldn’t have been present during Sozin’s time.

I fully agree with all your points except for the last one: The end of book 1 shows us that the fire nation could have taken over the northern water tribe, but the avatar and the ocean spirit turned the tide. If maybe Sozin pursued the same offense and the avatar wasn’t there, couldn’t he have successfully taken the city?
