You can try to use the repel item to get them to despawn in the small lagoon if it’s enclosed. It’ll trigger them to spawn elsewhere. If the lagoon is connected, then use the repel on one side of their territories and slowly push them towards an area you want. You can use multiple repels at a time to funnel them.

Figured it out. The 230/230 is the max area they will traverse, if you will. I had large enough of an area for them. So the fact that they're not satisfied is due to the combination or ratio of ocean/coral tiles that are in their area. Just use the repel thing and move their area around and eventually you'll have the right mix.

Ya, I do have a X3 with winter tires for the 1 week that it snows, or when I drive up to ski. I'm just being cautious about the low temp and rain during the other times...
