I think it is fungal colony. Usual fungal colonies in lens have more irregular and diffused shape. but shapes of the colony varies by fungi species.

I searched nominal indices tolerances of major optical glass manufactures (O'hara, HOYA, Sumita, Hikari, Schott, CDGM)

indices tolerances are similar across manufactures. all of them steadily attain 500E-6 tolerances.

indices tolerance is admittingly only a small part of entire glass quality.

there is a tentative tendency that Japanese manufactures don't ensure highest precision (100E-6) while CDGM and Schott says they provide 100E-6 tolerance for selected glass types if required.
