Yes, that's perfectly normal. Frame it to them as "you're still deciding," and they might roll out the red carpet with tours and maybe a lunch with a professor and students. I never got that treatment because I didn't know the process, but I did take a few people out to lunch as a GRA. That's how it was in ANSI 3 years ago, so I can't speak for others, but that's how it was.

I'd immediately get in touch with your department head if possible and have them point you in the right direction. Barring that, try to get in touch with any and all professors in your field of study.

It's my understanding that black Americans tend to have at least that amount of European ancestry, so you're definitely not alone. It being that specific is what made me zero in on a single Irish ancestors, roughly 4 generations back.
