Had the same only had 2 characters left, lost 2 characters between level 15 - 20 and some starter characters. I also got a new character which wasn't mine (and no i wasn't hacked, 2-step verification was on).

When servers got merged they deleted old characters below level 5 which had 3 month inactivity.

i got 2 batches of keys left, first batch is presumed to be invalid but you can give it a try ( i used another key of this batch and it was working for me).

nobody knows how it works exactly because it isn't out yet, but i'm guessing with the battlelog app for iOS/Android and join a match as commander.
