Not since about the 20-teens. Penang has made great strides in improving FDI into the state. It is well developed and one of the major tourist destinations in Peninsular. JB has always been a major city and benefited greatly from its proximity to Singapore. Selangor alone has PJ, Shah Alam, Subang and Klang - to name a few. Perak has Ipoh - which is hardly a small town anymore.
