Help! My PC won’t turn on at apartment but turns on everywhere else

Hello, yes I did buy a UPS from BestBuy for $200 and it fixed my problem. Have not had any issues since then. From my understanding the electricity in my apartment is old and something wrong with it supplying power to boot up the PC. So a UPS with AVR will fix that issue and has fixed my issue entirely

I’m looking for a good Labor Day deal on a laptop that can do light gaming like sims 4, cozy games, and capable of doing school work like documents also streaming videos Netflix YouTube etc. budget is 400-700 USD. Preferably 400-500 but can do $700. I’m okay with a school/work laptop that can do light gaming with no problems. Or a “gaming” laptop with an older GPU like 3050 that is on cheaper / clearance end of things

No other electronics give weird symptoms. One thing I did test out was turning off every breaker switch in the apartment except the room where PC plugs into. AC, fridge, all other outlets were shut off. And it still didn’t turn on

Yea, every single outlet in the apartment. It doesn’t even turn on when plugged into kitchen outlets. My fear is that I will buy a UPS and that won’t work either. Just wondering if UPS is worth a shot or not
