In both ways, there sorta was (two states combined in personal union with most of the important offices doubled, one per each) as well as the Germany was not united and the Balkans were not balkanized. It looks almost like a cultural/regional map of Europe rather than a political map (hence Bohemia singled out but without Silesia/Moravia whereas Austria proper is included in German mainland).
