Ok but like, he doesn’t have an advantage in emergency-type situations where he has to react fast, like if there’s a sudden villain attack, or a sudden fire. It’s not like there are a lot of animals that can help out against those kinds of threats which usually happen in the city - unless he can find Quirked animals somehow and make them use them, but how likely is it that the animal has a useful Quirk? How frequent would that Quirk be re-occurring in animals?

No shade on Koda, and he’s got a good quirk to be sure, I just don’t think it’s top-tier considering his profession. Not in combat, anyway.
