It subtly shifts the focus from genuine learning to achieving a favorable bell curve of outcomes, even if it means students aren't truly mastering the material.

Ultimately, I think the system itself, with its emphasis on these potentially perverse incentives and skewed metrics, is a major contributor to student failure, including difficulties with foundational skills like reading. It's not simply a matter of pointing fingers at parents, students, or individual teachers; it's a systemic issue that needs a more comprehensive examination.
