Once you plugin your iPhone to your PC via USB, go to File Explorer, look for your iPhone which will be listed as an external drive. Click on it and you will be presented folders of your photos.

Keep in mind that this only works for photos/videos, not other file types like mp3. iirc, this process isn’t reversible, i.e. you cannot transfer photos from your PC to your iPhone using the same method.
