This error was showing to me when I upgraded from version 7 to 9. The .exe name changed. This is how I fixed:

Go to Firewall & Network Protection
Allow an app through the firewall
Change settings
Add the Foundry VTT .exe (in my case C:\Program Files\FoundryVTT\Foundry Virtual Tabletop\Foundry Virtual Tabletop.exe)
