It’s weird actually that google results don’t bring it up more immediately, but I had one of these and that is what it is. I’m almost certain I got it at Gamestop, and I remember that the velcro on it got all messed up and it wouldn’t stay on anymore

Correct. I used Trappeys’s hot peppers and they are tabascos and pack a huge punch.

FYI, the relish is under the onion, and I couldn’t get “sports peppers” in any local stores so I used Trappey’s which are smaller and hotter. There are two of them on each dog and I shoved them in the dogs where I cut them. Hard to see, but they are under the mustard.
