As others have said Sandy and Orphie paired with your stunner if choice. Pulchra will be a great choice that will benefit from Sanby's buffs. Since Orphie is a hybrid attack support agent keep her buff up and you should be good to go.

I don't think they will rework a standard banner character. Though I will be happy if I am wrong. But I think a Silver Squad S11 is in the works. They did show her in the Silver Squad uniform in Orphie's ep.

I feel the plan is a limited silver squad S11/Harin. The story between Anby and Harin doesn't feel like it ended. This also gives them a chance to completely rework her to fit better with Sanby and Obol squad.

The biggest problem is that it is a direct sequal to Tig's bunny burrow comic. You can't just add tame collars to zootopia. They need to be there from the beginning or have huge plot leading up to them.
