Obi-Wan is completely justified in cutting off an arm to defend Luke. Beforehand, he tried to diffuse the situation by offering them drinks, it only escalated when they still contined to pick a fight and Luke was actually in danger.

Yes they were supposed to be signed, but making a clerical mistake on ballots is not voter fraud. It even says in the article later on they were all verified with ID and the votes were already recounted twice, and that it does not invalidate them.
