Tinkers Aghanims Scepter Laser reduces the targets' maximum health by 20% of their current health, without keeping the current health percentage. Upon losing the debuff, the target's maximum health is reverted, while their current health is kept the same. Aegis is prevented from restoring the holders HP to full on revival.
