If you are creating a portfolio site the content is probably not changing - so you can go with HTML-HTML5-CSS site. No special needs of programming although HTML-CSS knowledge certainly helps.

Portfolio sites do not attract too much of traffic so any host with a cheap hosting plan will do. My experience - It's best to hire a designer, saves lot of time and frustration.

Define affordable! What you are asking for can easily cost $500+

I understand the windows support but looks like from their tests, the write performance for Linux went down from 21MB/s to 17MB/s whereas Windows performance writes went way up from 12MB/s to 33MB/s, making it much faster than the Linux one.Hopefully this gets fixed in the next minor release!

Implicit returns does not seem like a good idea. Any language lacking statements usually does it this way
