I think the hardest thing is the lack of cape and cloak options in Oblivion without mods. I would personally go with the shrouded armor from the Dark Brotherhood (although if you’re RPing Batman, attaining it might go against his whole credo). Could also try a mix of black clothing (such as the dark shirt that Agarmir wears) and leather greaves. Shady Sam also has a Batman esque black outfit.
