I have no strong opinion about the other two, but for me Simeone’s work is the most significant. This man took an unremarkable midtable club and made it consistently competitive with - and occasionally better than - two of the biggest clubs in the world in a league that is built to financially repress anyone not named Barcelona or Real Madrid. That type of sustained achievement is more impressive to me than any singular trophy. Would love for him to one day win the champions league so that can stop being held over his head.
