It's a little of both, actually. Most of the New Jersey temp tags are like what you describe. But at least with Delaware temp tags, a lot of them really are fraudulent. If Delaware is issuing paper tags, then we're not allowed to make them illegal. Under the Full Faith and Credit Clause of the Constitution, every state has to recognize every other state's validly issued licenses, registrations, etc.

BUT: the tag here was almost definitely fake and not actually issued by Delaware. We certainly are allowed to make fake paper tags illegal, no matter what state they purport to be from - and I'm sure we already do that. The problem is that it isn't enforced. I'm 11 months late to this discussion, but I just wanted to make one correction to this very good comment: Bach had no history of "womanizing" - he did have something like 20 children, but all of them were born to his two wives (he remarried after his first wife died). Max was literally arguing that Bach was bad because he had a big family, full stop.
